netstat -b fails to find process owning connection   
Vista Home Premium, SP1 - Whenever I run a "netstat -b", it fails as
follows:

C:\Users\abc>netstat -b

Active Connections

  Proto  Local Address          Foreign Address        State
  TCP    192.168.2.100:2869     linksys:1674           CLOSE_WAIT

 Can not obtain ownership information
x: Windows Sockets initialization failed: 5


Is there something I need permission to that I don't have? I am an
administrator.
