My choice to do this was to purchase a combination VCR/DVD Recorder. I put the tape in one side and dub the video to a blank DVD disc. As such, this can serve as a 'copy' of the VHS video in digital form and no further work is necessary. However, I usually do go further and load the .vob files from the DVD to my computer hard drive. In order to get the .vob files ready for Movie Maker, it is necessary to convert them to a compatible file type. For this I use VirtualDub for MPEG2 with the WMV9 codec. The resulting .avi file is imported into Movie Maker and I go from there. My immediate need is to digitize video tape recordings taken by a type of analogue movie camera whose recording is not compatible VHS player. I have VCR tapes to digitally archive though.
