I know you may not be a lawyer, but what gives these "vendors" the
legal right to attach a "license" to copyrighted material they do not

As these are "WMA" files, which is a microsoft product, then the
license should actually come from microsoft, which should be nothing
more than a formality. Microsoft does not have the legal authority to
protect a copyright that is not theirs.
Last night, I tried out several converters. Only problem is, most of
them balked and said because of the license issue, they could not
convert. Again, what gives microsoft the right to deny use of
copyrighted material they did not copyright?

Uh no. The RIAA is not in charge of copyright laws as they think they
are. When you buy a DVD, are you limited to 10 uses? The big
difference here is that the RIAA is trying their damndest to
manipulate how the consumer MUST enjoy music. Microsoft is in cahoots
with them and working to ensure that YOU can not do anything without
their permission. So you, the consumer,can tell Bill Gates to go shove
it and not use his products.
So I play my song 10 times. In order to play more, I have to buy
another copy? You see how the RIAA is handling this? It's all about
making more money for them. I legally purchased the song and now I'm
forced to buy it again? Up yours RIAA.

I thought we were engaging in a technical discussion. By throwing around
"legal authority" and other unfriendly terms, I need to bow out of this
discussion (or any discussion where "legal" opinions threaten to dominate
the discussion). I hope that your research in this field goes well.

No one said you need to buy another copy, just that you need to request
license reissuance.
Or, better yet, don't buy DRM'd music if it's not to your taste. I, for
one, refuse DRM'd material entirely -- Sometimes that means I pay more,
sometimes that means I do without, but either way, I consider myself
better off then wasting money on DRM encrusted material.
