You don't have Outlook Express in Vista.

Assuming you're using Windows Mail in Vista, what problem are you having 
when you attempt to "reply to an email"?

KB911829 pertains to Outlook Web Access (OWA).
It requires the hotfix to be applied to the Exchange server, not the client
computer.
