I am running Vista Home Premium SP1 32-bit and have intermittent problems with "STOP 0x000000FE BUGCODE_USB_DRIVER" when coming out of sleep mode. Windows Vista Home Premium Windows Vista, 32-bit versions Download the 941600 package now. (http://www.microsoft.com/downloads/details.aspx?FamilyId=DAB2055A-EB6B-40E3-AE83-5200B7EF497B) I entered the Genuine Windows Validation code and downloaded Windows6.0-KB941600-x86.msu. When I run KB941600 I get a dialog: Windows Update Standalone Installer The update does not apply to your system. I have not previously applied this rollup. Looking for suggestions as to why I cannot apply KB941600.

Because the installer has examined your system and has determined "The update does not apply to your system." It's just that simple. No amount of explaining will change that - even if an explanation can be found after you provide a ton more info about your system and its installed updates.
