KB941600 Will Not Install   
I am running Vista Home Premium SP1 32-bit and have intermittent 
problems with "STOP 0x000000FE BUGCODE_USB_DRIVER" when coming out of 
sleep mode.  In an attempt to fix this problem I downloaded and 
attempted to install KB941600, which is described by MS as:


Article ID 941600 - SUMMARY - This article describes an update rollup 
that resolves some reliability issues in the USB core components in 
Windows Vista.  You will achieve better reliability in various scenarios 
by installing this update.

930568 (http://support.microsoft.com/kb/930568/) Error message when you 
try to put a Windows Vista-based computer to sleep or into hibernation: 
"STOP 0x000000FE BUGCODE_USB_DRIVER"

Download Center:

Windows Vista, 32-bit versions
Download the 941600 package now.

I entered the Genuine Windows Validation code and downloaded 
Windows6.0-KB941600-x86.msu.  When I run KB941600 I get a dialog:

   Windows Update Standalone Installer

   The update does not apply to your system.


I have not previously applied this rollup.

Looking for suggestions as to why I cannot apply KB941600.

Because the installer has examined your system and has determined "The
update does not apply to your system."

It's just that simple.

No amount of explaining will change that - even if an explanation can
be found after you provide a ton more info about your system and its
installed updates.
