Nine out of ten times, a driver (usually video) is involved. The other cases usually end up to be non Microsoft mouse drivers that are flawed, background software causing problems (Such as Norton), and very occasionaly, malware. If this is a brand new computer, with only the drivers, hardware and software supplied by the OEM, I'd suggest you consider returning it.
