How to gain access to taskbar menu?   
The taskbar has a popup that comes up when I right-click on it, not in the
system tray or on a task button. For instance, mine has the items Toolbars,
Cascade Windows, Tile Windows Horizontally, etc.

I want to access this menu programmatically from C++. How in general do I
get access to it?
