"Help and Support Error" - Service not started on SBS2003   

I have tried to use Help in SBS 20003 Server and I receive the above error. 
When I go into Services to start it and set it up for Automatic, it is not in 
the services list. How do I add it to the services list, so I can set it up 
for Automatic?
