outlet express   

I receive the following error message when attempting to send e-mail via 
outlook express. The connection to the server has failed. Account: 
'mail.comcast.net', Server: 'smtp.comcast.net', Protocol: SMTP, Port: 25, 
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E.
What does it mean and can i fix it?
