Tools in toolbar dimmed   

Question

 The "Insert Row" and "Insert Column" buttons in my custom toolbar are 
dimmed. 
They worked ok before I had to reinstall Tiger OS and Office:Mac 2004. 

Can someone tell me where to look to turn them on. The "delete row" and 
"delete column" buttons work fine.
