I frequently find myself upgrading the system disks in machines here... is there a legal/ standard protocol for transferring a license (say Windows XP) from the old disk to the new one so that I don't need to keep buying the same licenses for the same machines over and over (even though I'm sure MS just loves that!)?

NO! But you don't have to anyway first if you've had XP installed for more than 6mths. on the same system then you can reinstall and re activate as normal, but if you have activated xp say, 5 times in 30 to 40 days then you will have to activate by phone....
