Blocking internet access   
Is it possible to block internet access for limited user accounts through 
Windows XP Home without having to purchase special software?

Yes - use passwords and don't tell the users of those limited accounts what 
the passwords are.

What exactly would I be putting passwords on?  I have passwords on each 
account, but each account has internet access on it's own.  I need to block 
access to the internet for 1 limited account but allow access to software on 
the computer.  Can I block/remove access just for this one user but still 
allow use of software on the harddrive?

Dump that account/user name. Call your ISP and tell them what you want and 
don't want.
