prevent server from rebooting during power outage   
Is there a bios setting or other setting that will prevent a server from 
rebooting after a power outage?  If the power comes off and on, I don't want 
the server to try to reboot itself everytime.  I would like it to reamain off 
and not recycle everytime.

You want a UPS (Uninterruptable Power Supply).  Popular brand would be APC.
