Microsoft Word has not been installed for the current user.   

I have just begun to receive this message whenever I try to load Word or Excel.
I have tryed to run setup-but it fails.  I have also tryed to add a new user 
with admin rights but still cannot load the programs.  It seems like a 
permission/rights issue.  How can I correct it?
