trouble with sending and receiving   

I hope somene can help me. One day after weeks of having smooth
sailing, my Entourage quit working. The error messages were:

A. 5.7.0 Must issue a STARTTLS command first.
B. can no retrieve mail timed out........too much net traffic. Error #
3259

I went through setting up my account several times with the server
people...not result. can anyone help?
