USB Device/CD/DVD Security   
Is there anything available for Mac 10.3.x [I think] that can be used to stop 
a user from inserting unauthozed USB keys or to stop CD or DVD burning? 
Something that can be administered [stand alone].

Short of physical restraint, No.

For one thing the Mac has no idea what is "Authorized" as opposed to
"Unauthorized" use of the devices. You may be able to suspend the services
altogether for individual user accounts, but that would be through System
Preferences. There's no control through the Office applications. You might
investigate security options for that particular version of OS X at:
