Calendar invitations don't always have Accept-Decline-Tentative options

Operating System: Mac OS X 10.4 (Tiger)
Processor: intel
Email Client: Exchange

I receive invitations for appointments to be posted to my calendar. Some of them have text links to accept, decline, or tentatively accept. Some of them also have toolbar buttons for the same options. Unfortunately, some invitations show neither toolbar buttons nor text links and therefore I have no way at all to accept, decline, tentative accept. Although I'm sure there is one, there doesn't appear to be a pattern I've been able to yet discern for each or what causes this. Anyone resolve please?

My company has a ticket open with Microsoft Support on this, it's apparently happening to many people at many different organizations.

Unfortunately I can't seem to duplicate it on demand...

I've been able to get the text with links for "accept/decline/tentative" to 
show up by deleting the first *.gif attachment (say yes when the popup asks 
"permanently?").
