I recently got XP and noticed that an orange line just below the toolbar
popped up and prompted whether I wanted to allow the ActiveX install. I
didn't notice it till after a few attempts to load the software and
getting error beeps, I started looking for a cause of the beeps. After
I clicked the bar it, the install continued. You might see if you get
that orange(?) bar prompt, and click the bar to install.

hth,
