xbox live connectiviity   

I am trying to connect to xbox live, but I keep getting a message stating 
"Can't connect to xbox live. Please try again later.  What is the problem.  
Is there something I need to do, or is this just a xbox live issue?

Do You Have It Connected To The Net Via Wireless Or Phone Line Have You 
Signed Up For A Subscribstion For Xbox Live You Are Using The Xbox 360 Or 
Regular They Might Not Have It For Regular Xbox
