all necessary help files (HTML, pictures) are usually compiled in the CHM. So
you can see all contents offline when the CHM file is on your local hard disc
(see note below). But a help author also can link to an internet address
directly from the TOC by URL. So you must have a internet connection. Check your
CHM file by double-click from the Windows Explorer.

Save the CHM file to your disc , double-click form Windows Explorer, open the
TOC, go to "HTML Help Examples" and try "How to jump directly from here (e.g.
VW)"
A internet connection is necessary. Other topics are inside the CHM and you can
see e.g. "Garden" | "Flowers".
So you can try your online/offline cause and ask your help author or software
support.
Another thought::
If you're storing the .chm file on a network drive, you may be affected by the
Microsoft security update that blocks access to remote help files. See this page
