"A required privilege is not held by the client"   

I have converted a web app from visual studio 2005 to 2008.  I have the 
application where it will finally build, but when I try to debug the app, I 
receive the following message before the first web page appears.  Can someone 
point me in the right direction.

"Unable to start program 'http://localhost:39082/xxxxxxxxxxx/'
"A required privilege in not held by the client."
