Windw Explorer 7 will not load/run   

I have a PC that was running XP & IE6 & IE worked just fine. I then upgraded 
to IE7 and it will not run. When i try to run the program it flashes as 
though it trys to start but doesn't. There is no reference to it in the task 
manager so there is nothing running in the background. 
I tried KB articles but found nothing. So does any one have a suggestion?

Run it with out add ons, you probably have a incompatible addon if that 
helps.
