It's a beta of the next generation Driver Developers Kit. They don't exactly say so very clearly though. It's easier to figure that out after installing it. Why "Longhorn" in the name, well maybe some people are hedging their bets on the plan to name it "Vista" because of trademark issues (warning in case it wasn't obvious: this was a snarky answer).
