I think there are two sides to this... Sign-off is still targeted for the 27th as far as I can tell (so in that sense he is correct)...what they are saying is that they are commited to getting it to testers by the following week. We have been doing new builds at least once and day and continue to do so for the Vista and Longhorn Server development.
