It just means to open a command prompt window and type the commands in bold to Stop and Start the *Desktop Window Manager Session Manager* (DWM) service. David, If all you want to do is to adjust the transparency, you can just change the "Color Intensity" levels in step 3 of this tutorial to how you like it.
