Notification Area Balloons on Vista   
Some simple code I've written works well on my test (Vista) machine and on 
every XP machine I've tried. However several Vista machines are having issues 
displaying the balloon popup. The function call to Shell_NotifyIcon never 
seems to fail, but nothing appears. I've checked their HKCUs for the 
EnableBalloonTips key but it does not even exist in the reigstry.

The code is very simple and I've reached an impasse. Interesting, some other 
applications do manage to produce popups, but they may just be a custom 
replacement window for the standard balloon tip.

If anyone has any comments or suggestions, I would be very grateful.
