problem in controling a custom layout from c++   

Hi, 
I created a new layout using "Keyboard Layout Creator 1.4" on XP and 
installed it.

Why do the methods : SetThreadLocale, LoadKeyboardLayout, 
ActivateKeyboardLayout returns error when supplying the HKL returned by 
GetKeyboardLayout?
