pc peformance on Windows 2003 Server network   

We are running windows xp pro workstations on a windows 2003 server network.  
A couple of weeks after building a new pc performance degrades and it takes a 
long time to boot up.  What tools can you suggest (we’re a not-for-profit so 
hopefully, cheap or free!) to diagnose this issue and improve performance?

All suggestions appreciated and bear in mind I’m reasonably new to this.
