Very interesting, I am sure. But, respectfully, I don't see an answer
to my question.
How can I stop WMP from dialing up and accessing the internet?

We must not understand what the other is talking about. One would dial
up and access the internet only if one were on a slow dialup phone
connection. On broadband you are connected to the internet all of the
time. I assume you mean that WMP will send or receive some data to or
from Microsoft without your asking it to do so. If you completely
block access to the internet by setting the firewall as I explained,
you can prevent WMP, or any other program on your computer you desire
to block, from sending in data or receiving any data from the
internet. If you mean you want to change WMP itself so that it can not
connect to the internet by itself if not blocked by a firewall, then
that likley would require a change within the WMP program code itself,
and this would likely be in an advanced computer language such as C
used to write the WMP program. Unfortunately, the WMP program is even
larger than many browsers, and Microsoft does not give out the
complete code and description of the WMP, even to the few who would
have the time and programming ability to make use of it. Some programs
allow you to choose if the program can send or receive certain types
of internet data when you first install the program. However, I do not
recall seeing anything of this sort when installing the last few
versions of WMP incuding the WMP 11.

I will try to clarify.
When I use WMP to view a video clip (wmv/avi/mpg etc) the dialer opens
and starts to dial. I am offline, and do not want to open my internet
account. I may be speaking to someone on my phone, and I only have the
one line. And I simply do not want to open the account. I want to stay
offline. I want to be in charge of when and if I connect to the net.
I don't know how to say it any clearer.

The WMP 11 also has an option "connect to the Internet(overrides other
commands)" which is unchecked as the WMP 11 is delivered since I never
changed it. If this were checked, it might cause the problem described
if one uses a dialup connection. If this choice is checked, then
unchecking it as suggested is worth a try. I am connected at all times
by broadband DSL as delivered by ATT as well as phone service. Thus I
would not notice any problem since DSL allows both the computer and
phone to operate properly at the same time. Be aware that if the WMP
can not connect to the internet it will play actual media files that
are stored on your computer. However it will not play playlist files
that point to the actual media files that are on a server somewhere
but not stored on your computer. Also note that some versions of WMP
using some settings do not display any menus for changing things. In
that case, a WMP icon often appears in the extreme upper left corner
of the screen. If you right click it, the menus come up that you can
select as described.
