multiple bit rates   
A new user in a corporate setting tried to view one of our videos and the 
player said connecting to media and playing but nothing happened - it did not 
buffer and said playing but stayed at 0s in the timer. This happened a few 
times and then it started playing. I checked the server and I could play the 
video while she experiened the problem so I know it was not a server issue.

The video was encoded at 287kbps - so I assumed that maybe this company has 
fluctuating bandwidth and that 287 was too high so i decided to use MBR at 
148kbps and 109kbps. Since most of the video does not include too much 
movement the quality is reasonable at these bit rates. I was concerned to use 
287 and 148 in case it fluctuated between the 2 and would keep buffering the 
video as the bitrate changed for this user.

2 questions:
1. Is my reasoning of what could have caused the problem reasonable given 
other experiences with bit rates.
2. I think it is reasonable to assume that in a corp environment a user 
should at least have 148kps to use. Are the 148 and 109 too close i.e. is it 
likely to cause excess buffering as the player switched between them if there 
are small variations in bandwidth avail? I do not want to drop to the second 
but rate 50 kbps as this will affect quality.
