Typically you might use some form of GeoIP to create an ASX file
dynamically, referencing the assumed most local cache server to the
user.
Usually just getting the block geographic region from the IP address
would be enough to determine which cache to use, if you have US east,
US west, EU west, EU east and Asia cache servers for example.
