Re: not receiving emails through OE
Find and delete the hidden file, POP3UIDL.DBX with Outlook Express closed.
When you reopen it, you can download all messages remaining on the server.

On the other machine: Tools > Accounts > Mail > [account] > Properties >
Advanced > Delivery > What are the settings here?
If "Leave a copy of message on server" is *not* checked, this is why they're
not being downloaded into the first machine's Inbox.
Also see Jim's reply about deleting Pop3uidl.dbx on the first machine.

Ok, so do I need to check that box on the computer that I am not getting
emails from. And also finding the file on the same computer?

If you want to access all of your messages from all computers, "that box"
should be checked on all machines, yes.
And also finding the file on the same computer?
No, only find & delete POP3UIDL.DBX on the machine where you're missing
messages. Please note, though, that if the messages are no longer available
in your inbox at the account's webmail page (e.g., https://webmail.iw.net),
deleting this OE file won't help.
