Outlook Express wont open missing libraries   

I can not get outlook express to open, it errors and says that libraries are 
missing!! Can i download express from here??? I can not get e-mails in 
Microsoft Outlook, im not sure if this is related, ive changed the profiles 
and the mail folders now open, but i can not get the mail to work?????????  
Any Suggestions?????????? Id rather use Outlook Express, but either will do!!!

Sorry, Windows XP, Ive managed to get Microsoft Outlook to open now, but im 
unable to send/receive e-mails, error 0x8004210A, or 0x80040154.  
Im running AVG Anti-virus, and Windows Firewall, I would still like to use 
Outlook Express, but fixing this problem would be a real break-through!!

You've posted some *Outlook*-related error numbers but not the complete 
error message nor any error messages you receive when attempting to 
Send/Receive using Outlook Express.
