question   
how do I download whole web site by internet explorer’s synchronize function? 
 can it be resumed from stops or failures? (or is there any alternative that 
can do it ?  not save all web pages separately)

You would probably get better results with one of these easy to use,
freeware programs:
WebReaper http://www.webreaper.net/download.html
HTTrack http://www.httrack.com/index.php
