I am not prompted for a password when I log on ... ( after restart or after 
logging-off )

Why would this be ?

I should mention that this machine is not a member a domain -- I'm logging 
on with a local account.

Do you have a pssword on the local account ?
Have you set the account to logon automatically ?

You have not set a password.
You have automatic logon setup in some way.
