menu grayed out   
When I right click over the Notification Area in the Task Bar and go to the 
Toolbars option, it's submenu is grayed out.
What Can I do?

First create the system restore and then follow the following steps

Open Registry Editor and navigate to the following keys:

HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \ 
Policies \ Explorer

HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ 
Policies \ Explorer

Backup the registry keys by exporting them. In the right-pane, delete 
NoCloseDragDropBands and restart Windows.
