Yes, go to http://creators.xna.com/Education/GettingStarted.aspx and ITS FREE. You can make games for PC and XBox360. But in order for the games to work on the XBox360 you will need a paid account for XBox Live. Yes, depending on which platform you use, game designers generally prodide some usefull SDK tools or can download them from the internet. I have found SDK's for many PC games, just search '(game name here)+(tool name, eg 'map maker', level design kits' etc.)' Hope this helps
