Yes, go to http://creators.xna.com/Education/GettingStarted.aspx  and ITS 
FREE.  You can make games for PC and XBox360.  But in order for the games to 
work on the XBox360 you will need a paid account for XBox Live.

There is also a gaming language for the ZUNE devices which I think will be 
free also, see the video at

Yes, depending on which platform you use, game designers generally prodide 
some usefull SDK tools or can download them from the internet. I have found 
SDK's for many PC games, just search '(game name here)+(tool name, eg 'map 
maker', level design kits' etc.)'
