\viewkind4\uc1\pard\f0\fs20 Can you see if this KB article solves your problem
\par
\par *** Problem Description ***
\par After following the "Managing Encrypted Profile Properties" procedure, when you are
\par attempting to save a new user or modified user, the following error appears:
\par
\par Failed to Insert the Profile
\par
\par Failure in parsing an URL command, hr: -902987761, url: INSERT statement had bad
\par VALUES (-902987761)
\par URLCommand::ParseCSVValuesList(), could not set member
\par Error retrieving value (-904626054)
\par Error obtaining handle to public key container or public key not specified
\par
\par
\par <><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><><>
\par *** Resolution ***
\par
\par This error could indicate a connection string problem. You might want to check the
\par s_CommerceProviderConnectionString value in the properties of the Profile system.
\par You can do this by performing the following:
\par
\par (1) Open the Commerce Server Manager
\par (2) Expand the Global Resources
\par (3) Right-click on the Profiles entry for your site and select Properties
\par (Profiles (<site name>))
\par (4) On the Connection String Tab, select the s_CommerceProviderConnectionString
\par (5) Verify that it is correct. Ensure that a colon (:) does not exist at the end
\par of the connection string. If one does, then this is probably causing the problem
\par within the coding of the procedure
\par
\par To resolve this issue, you should modify the code which builds the connection
\par string as such:
\par
\par If Right(Trim(Connstr),1) <> ":" Then
\par \tab connstr = connstr & ":"
\par End If
\par connstr= connstr & "PublicKey=" & PublicKey & ":PrivateKey1=" & PrivateKey1 &
\par ":KeyIndex=1"
\par
\par This code checks the connection string for the existence of a colon and will trim
\par the colon to prevent the occurence of two consecutive colons (::).
\par
\par This procedure may not resolve all occurences of the above listed error, but it
\par does detail something that should be verified in order for the procedure to work.
\par
\par
