Email to Task-Configured Public Folder Not Always in Task Format   
I have a mail-enabled public folder.  If I email it from an Outlook 
client/Exchange server at another company or from Yahoo or other webmail, the 
email will arrive as a discussion item.  If I email the folder from within 
the same Exchange organization as it exists, the email arrives in the Task 
folder as an email message.  Of course, if I am in the office and internally 
click on the public folder and create a task, it will appear as a Task.

Is there any way to ensure all submissions to the Task folder which are 
received via its email address show as tasks?
