Copying ALL outgoing SMTP traffic   
I have a request that every outgoing message be kept and accessible.

I implemented this a couple of years back simply by having an Outlook rule 
to copy all sent items to a general purpose user with a shared mailbox, but 
whilst that works, it has some problems.  First, rules are not 100% reliable 
and it is possible for the mail to be sent, but the rule fail.  Second it is 
so easy to miss adding the rule for new users.

Is there a better (simpler - more reliable) way ?

Use Message Journaling - it will get all inbound & outbound mail (per mail 
store) sent to the location of your choice (even an external address in an 
AD contact).

Thanks for this.  Your answer led me to lots of other discussions on the 
topic too and it looks like exactly what I need.

 It does leave me with one follow up question.

Many people refer to "Message Journaling" which my Exchange 2000 server does 
not appear to mention, but it does have "Message Archiving" which seems to be 
the same thing.  

KB261173 describes enabling "Message Journaling", but actually switches on 
"Message Archiving", so are they really one and the same thing?
