Exchange 2000 to 2003 Upgrade Product Key   
We have a volume license upgrade that does not include a 25 digit product key 
in our license agreement, as posted on the MS license site. KB 822942 
(Considerations when you upgrade to Exchange Server 2003) says we will be 
promted for one three times. Is that true in this scenario, as well?

I have not seen this happen with Volume License.  You could always start 
with the /forestprep process to see if it prompts you since this will not 
harm anything if you need to obtain one after the fact.  You can simply 
complete the installation process later after you receive a key if needed.
