Running 3 times is expected behavior if it runs in a 45 minute window
( Process kicks off every 15 minutes).
Only one MM policy can apply to a single user at a time. There is a
bug however in Exch 2003 Sp1:

But I thought MM policies would run in a sequence, one after another -
according to their priority. Isn't that supposed to be like that?

Right, but 3 different MM policies are not going to apply to one user.
As soon as one is applied to Joe User, thats it.
