CPU Utlization doesn't change   
My CPU Utilization stays at 98%.
I don't think it's correct, because if I use the Performance Monitor to 
check CPU usage, it's only around 4%.
Any ideas?

What's taking up the utilisation? Store.exe?
Could be your a/v going mad.
Go a google for "store.exe and "utilization" (use the US spelling) and
also your a/v app. See if you get a match.
