Multiple Storage Group on same Server?   
We have Exchange 2000 on Windows 2003.  And we have both on the same, single 
server in our organization.

Can I create multiple storage group on same server, so as to overcome 16GB 
size limitations on my only Exchange server?

Can I keep 2 storage groups and divide users by configuring them to 
different storage groups?

Since you have 16 GB limitation that means that you have Standard version of 
Exchange installed and therefore the answer is No!
Because standard version is limited to only 1 SG with 1 mailbox store and 
16GB in size limit.
Either upgrade to enterprise version or Exchange 2003 standard (can have 1 
store up to 75GB)

But, as I have stated, I have Exchange 2000 Server.

Whether it is possible to have multiple storage groups/mailbox store on the 
same server in Exchange 2000?

You are aware that Exchange 2000 is not supported on windows server 2003
