Recipeint Policy Filters not working correctly   

I'm having problems getting a basic Recipient Policy to move email older than 
30 days into the Deleted Items folder.  For some reason the messages older 
than 30 days get move to the system recovery folders instead of the Deleted 
Items.  What could be causing the problem?
