outbound emails   
Where in Exchange 2003 do I set it to have all outbound emails go through a 
specific address?

We have Microsoft's email virus scanning service (it checks all inbound 
emails for virus's and it can check outbound as well)
annoyingly enough, even though this is a MS service, they don't seem to know 
where in Exchange i need to enter in the IP address.

any ideas?

Do this under your SMTP Virtual Server-Access Tab-Connection Control.
