Some see 'em in the GAL, some don't   
AD2003, Exchange2003 Standard

I setup a new user in AD a few days ago.

While most can now see the user in the address book in outlook, there are a 
few who cannot unless they choose "All Users" (they can't see the new user 
in the Global Address List but, under 'All Address Lists/All Users' the new 
guy shows up).

I had the select few who can't see the new guy restart their outlook clients 
but this didn't make a difference.

I had seen this about a month ago but the problem seemed to correct itself 
in time.

So, what could I do to ensure that the few who don't see the new person in 
the GAL, do see him?

Your users are most likely using cached-mode Outlook.  The offline address 
book has to be regenerated and downloaded by Outlook before the new users 
show up in the GAL.  When you change to the all users address list, Outlook 
goes online and will see the new mailboxes.

The OAB is normally generated nightly so the new mailboxes will show up the 
next day after the new OAB is downloaded.
