Default Policy for Message Sizes   
I can limit the outgoing / incoming message size in the Active Directory of 
each user individually.

In an Exchange 2000 enviroment, where do I define the default policy sizes 
(which apply if I keep the setting of an user at "default")?

I know how to do it on Exchange 2003 but on Exchange 2000 there is no such 
option.

I already tried this but as I understand this setting it limits the size in 
general.

Example: Setting this limit to 5MB and the users limit in the AD to 10MB. 
However, a 7MB message for this user is declined.

I need to allow certain users to send/receive large messages but all others 
not.

Unfortunately the global setting overrules all other settings so in your 
case you would have to set this to the maximum size allowed and then 
restrict the other users in ADUC.
