First, thanks to Leif for his good suggestion.
Server's performance is related to a lot of things, such as CPU, RAM,
networking, work load and so on. According to my experience, I suggest you
confirm the following things:
1. Did you install any applications on your Exchange server before the
problem occurred? If so, please disable them temporarily.
2. Make sure if the networking is running without virus. (Both on servers
and clients)
3. Did the problem occur on different clients at same time? Or it is a
random issue.
4. If you have more then one network segments, please confirm if the
problem occurs only in one or more specific segment.
In order to verify if the problem is on the server side, you can use the
performance counters to monitor server's performance, such as free RAM, CPU
usage and so on.
Performance issues can be difficult to troubleshoot and resolve in a
newsgroup setting due to the number of variables and the amount of time
required to narrow down possible causes and observe the effects. We will
assist as best as we can, but you may wish to consider contacting CSS for a
more timely resolution for these type issues.

Thanks for your replies. I have run the Best Practices Analyzer Tool and it
is giving the server a pretty good clear bill of health. There are some
warnings and I am in the process of cleaning them up. I don't think I have
a problem on the network due to the back bone being Gigabit. All the
switches are running fine . Just curious if you think this could be an
Active Directory issue. I am not sure. I know the integration between AD
and Exchange is pretty heavy and thought perhaps this could be the issue?
Any input or suggestions would be greatly appreciated.

Maybe! As we all know, there are three kinds of connection between Exchange
and Outlook. They are Mail, Public Folder and Directory. So it may be an
AD/DC issue.
I suggest you check the connection status when the problem happens:
1. When the problem happens, press left Ctrl and right click the Outlook
icon on the tray. (Beside the system time.)
2. Check "Status" and "Req/Fail" to verify which kind of connection(s) is
lost.
If you find something abnormal, you can check the proper server.
