Deleted Items Recovery   
I have set up a mail box recipient policy to delete all mail over 28 days 
old from users' Deleted Items Folder.
Is mail deleted from the deleted Items Folders by the mailbox management 
process available to users via the "Recover Deleted Items" option in the 
same way as if the users emptied the DIF themselves?

I believe that's the default (move to the deleted items folder), but you can
specify in the policy to "delete immediately" and that also purges them from
the dumpster...sort of...I think if you use the registry key noted here, you
might still be able to recover them...

Thanks for the reply, but my question is about what happens to the mail 
after the mailbox management has deleted mail from the deleted items folder.

I believe they are purged...that is, deleted for good...I don't believe they
are recoverable via "recover deleted items"...
